Horizon Europe CL2 DEMOCRACY-04: sustainable pathways to media viability

Summary

A research and innovation call under the 'Culture, Creativity and Inclusive Society' cluster addressing the viability of independent media and sustainable business models for journalism. Ukraine is associated to Horizon Europe, so Ukrainian media NGOs can join as consortium partners (minimum 3 organisations from 3 countries, at least 1 from the EU). The budget is for the whole consortium, not a single participant.

Documents required

• Part A application (administrative form in the portal system)
• Part B technical description of the project
• Description of the consortium and partner roles
• Project budget
• Organisation registration on the Funding & Tenders Portal (PIC)
• Letters of confirmation from partners

How to apply

1. 1Create an EU Login account and register the organisation (obtain a PIC)
2. 2Find the topic on the Funding & Tenders Portal
3. 3Join a consortium (minimum 3 organisations from 3 countries, at least 1 from the EU)
4. 4Prepare Part A and Part B
5. 5Submit via the Submission System by 23.09.2026, 17:00 Brussels time
